Yet the greater part of it, I shall show, is nonsense, tricked out with a variety of metaphysical conceits, and its author can be excused of dishonesty only on the grounds that before deceiving others he has taken great pains to deceive himself. 
Science: deductive testing
Whatever may be our eventual answer to the question of the empirical basis, one thing must be clear: if we adhere to our demand that scientific statements must be objective, then those statements which belong to the empirical basis of science must also be objective, i.e. inter-subjectively testable. Yet inter-subjective testability always implies that, from the statements which are to be tested, other testable statements can be deduced. Thus if the basic statements in their turn are to be inter-subjectively testable, there can be no ultimate statements in science: there can be no statements in science which cannot be tested, and therefore none which cannot in principle be refuted, by falsifying some of the conclusions which can be deduced from them.
We thus arrive at the following view. Systems of theories are tested by deducing from them statements of a lesser level of universality. These statements in their turn, since they are to be inter-subjectively testable, must be testable in like manner — and so ad infinitum.
It might be thought that this view leads to an infinite regress, and that it is therefore untenable. In section 1, when criticizing induction, I raised the objection that it may lead to an infinite regress; and it might well appear to the reader now that the very same objection can be urged against that procedure of deductive testing which I myself advocate. However, this is not so. The deductive method of testing cannot establish or justify the statements which are being tested; nor is it intended to do so. Thus there is no danger of an infinite regress. But it must be admitted that the situation to which I have drawn attention — testability ad infinitum and the absence of ultimate statements which are not in need of tests — does create a problem. For, clearly, tests cannot in fact be carried on ad infinitum: sooner or later we have to stop. Without discussing this problem here in detail, I only wish to point out that the fact that the tests cannot go on for ever does not clash with my demand that every scientific statement must be testable. For I do not demand that every scientific statement must have in fact been tested before it is accepted. I only demand that every such statement must be capable of being tested; or in other words, I refuse to accept the view that there are statements in science which we have, resignedly, to accept as true merely because it does not seem possible, for logical reasons, to test them. Science: learning from experience
But, in reality, scientific theories are not ‘derived’ from anything. We do not read them in nature, nor does nature write them into us. They are guesses – bold conjectures. Human minds create them by rearranging, combining, altering and adding to existing ideas with the intention of improving upon them. We do not begin with ‘white paper’ at birth, but with inborn expectations and intentions and an innate ability to improve upon them using thought and experience. Experience is indeed essential to science, but its role is different from that supposed by empiricism. It is not the source from which theories are derived. Its main use is to choose between theories that have already been guessed. That is what ‘learning from experience’ is. 
The scientist’s morality
Theory and experiment alike become meaningless unless the scientist brings to them, and his fellows can assume in him, the respect of a lucid honesty with himself. The mathematician and philosopher W. K. Clifford said this forcibly at the end of his short life, nearly a hundred years ago.
If I steal money from any person, there may be no harm done by the mere transfer of possession; he may not feel the loss, or it may even prevent him from using the money badly. But I cannot help doing this great wrong towards Man, that I make myself dishonest. What hurts society is not that it should lose its property, but that it should become a den of thieves; for then it must cease to be a society. This is why we ought not to do evil that good may come; for at any rate this great evil has come, that we have done evil and are made wicked thereby.
This is the scientist’s moral: that there is no distinction between ends and means. Clifford goes on to put this in terms of the scientist’s practice:
In like manner, if I let myself believe anything on insufficient evidence, there may be no great harm done by the mere belief; it may be true after all, or I may never have occasion to exhibit it in outward acts. But I cannot help doing this great wrong towards Man, that I make myself credulous. The danger to society is not merely that it should believe wrong things, though that is great enough; but that it should become credulous.
And the passion in Clifford’s tone shows that to him the word credulous had the same emotional force as ‘a den of thieves’.
The fulcrum of Clifford’s ethic here, and mine, is the phrase ‘it may be true after all’. Others may allow this to justify their conduct; the practice of science wholly rejects it. It does not admit the word “true” can have this meaning. The test of truth is the known factual evidence, and no glib expediency nor reason of state can justify the smallest self-deception in that. Our work is of a piece, in the large and in the detail; so that if we silence one scruple about our means, we infect ourselves and our ends together. [74-5]
