The experiment of democracy

The methods of science — with all its imperfections — can be used to improve social, political, and economic systems, and this is, I think, true no matter what criterion of improvement is adopted. How is this possible if science is based on experiment? Humans are not electrons or laboratory rats. But every act of Congress, every Supreme Court decision, every Presidential National Security Directive, every change in the Prime Rate is an experiment. Every shift in eco­nomic policy, every increase or decrease in funding of Head Start, every toughening of criminal sentences is an experiment. Exchanging needles, making condoms available, or decriminalizing marijuana are all experiments. Doing nothing to help Abyssinia against Italy, or to prevent Nazi Germany from invading the Rhineland, was an experiment. Communism in Eastern Europe, the Soviet Union, and China was an experiment. Privatizing mental health care or prisons is an experiment. Japan and West Germany investing a great deal in science and technology and next to nothing on defense — and finding that their economies boomed — was an experiment. Handguns are available for self-protection in Seattle, but not in nearby Vancouver, Canada; handgun killings are five times more common and the handgun suicide rate is ten times greater in Seattle. Guns make impulsive killing easy. This is also an experiment. In almost all of these cases, adequate control experiments are not performed, or variables are insufficiently separated. Nevertheless, to a certain and often useful degree, policy ideas can be tested. The great waste would be to ignore the results of social experiments because they seem to be ideologically unpalatable. [423]

Dogmatic knowledge

Ohne einen „archimedischen Punkt“, so meint [Husserl], müsse man „alle Vernunft und Erkenntnis preisgeben“. What participation means

The conditions of ‘fairness’ as conceived in the various social-choice problems are misconceptions analogous to empiricism: they are all about the input to the decision-making process – who participates, and how their opinions are integrated to form the ‘preference of the group’. A rational analysis must concentrate instead on how the rules and institutions contribute to the removal of bad policies and rulers, and to the creation of new options.

Sometimes such an analysis does endorse one of the traditional requirements, at least in part. For instance, it is indeed important that no member of the group be privileged or deprived of representation. But this is not so that all members can contribute to the answer. It is because such discrimination entrenches in the system a preference among their po­tential criticisms. It does not make sense to include everyone’s favoured policies, or parts of them, in the new decision; what is necessary for progress is to exclude ideas that fail to survive criticism, and to prevent their entrenchment, and to promote the creation of new ideas. [345-6]

The paradigm of rationality

Science, or rather, doing science, is Popper’s paradigm of rationality, of acting under the constraint of ends. Scientists aim to solve problems by advancing theories and testing them step by step. This acitvity presupposes and depends upon institutions, including a public language and fora in which mutual cross-checking can take place. [129-30]

Futile refutations

Dawkins has somehow become the public defender of scientific rationality against, of all things, creationism, and more generally against a pre-scientific world-view that has been obsolete since Galileo. The frustrating thing about all this is that, so long as the proponents of our best theories of the fabric of reality have to expend their intellectual energies in futile refutation and re-refutation of theories long known to be false, the state of our deepest knowledge cannot im­prove. [335]

Corroboration and refutation

Well, Popperians might speak of a theory being the best available for use in practice, given a certain problem-situation. And the most important features of a problem-situation are: what theories and explanations are in contention, what arguments have been advanced, and what theories have been refuted. ‘Corroboration’ is not just the confirmation of the winning theory. It requires the experimental refutation of rival theories. Confirming instances in themselves have no significance. …

Under inductivism, observation was supposed to be primary. One imagined a mass of past observations from which the theory was supposed to be induced, and observations also constituted the evidence which somehow justified the theory. In the Popperian picture of scientific progress, it is not observations but problems, controversies, theories and criticism that are primary. Experiments are designed and performed only to resolve controversies. Therefore only experimental results that actually do refute a theory – and not just any theory, it must have been a genuine contender in a rational controversy – constitute ‘corroboration’. And so it is only those experiments that provide evidence for the reliability of the winning theory. …

And even then, the ‘reliability’ that corroboration confers is not absolute but only relative to the other contending theories. That is, we expect the strategy of relying on corroborated theories to select the best theories from those that are proposed. That is a sufficient basis for action. We do not need (and could not validly get) any assurance about how good even the best proposed course of action will be. Furthermore, we may always be mistaken, but so what? We cannot use theories that have yet to be proposed; nor can we correct errors that we cannot yet see. [148-9]

Science: the relativity of right

In science the object of the exercise is not to find a theory that will, or is likely to, be deemed true for ever; it is to find the best theory available now, and if possible to improve on all available theories. A scientific argument is intended to persuade us that a given explanation is the best one available. It does not and could not say anything about how that explanation will fare when, in the future, it is subjected to new types of criticism and compared with explanations that have yet to be invented. A good explanation may make good predictions about the future, but the one thing that no explanation can even begin to predict is the content or quality of its own future rivals. [64-5]

Was ist Aufklärung?

Aufklärung ist der Ausgang des Menschen aus seiner selbstverschuldeten Unmündigkeit. Unmündigkeit ist das Unver­mögen, sich seines Verstandes ohne Leitung eines anderen zu bedienen. Selbstverschuldet ist diese Unmündigkeit, wenn die Ursache derselben nicht am Mangel des Verstandes, sondern der Entschließung und des Mutes liegt, sich seiner ohne Leitung eines andern zu bedienen. Faulheit und Feigheit sind die Ursachen, warum ein so großer Teil der Menschen, nachdem sie die Natur längst von fremder Leitung freigesprochen (naturaliter maiorennes), dennoch gerne zeitlebens unmündig bleiben; und warum es anderen so leicht wird, sich zu deren Vormündern aufzuwerfen. Es ist so bequem, unmündig zu sein. Habe ich ein Buch, das für mich Verstand hat, einen Seelsorger, der für mich Gewissen hat, einen Arzt, der für mich die Diät beurteilt u.s.w., so brauche ich mich ja nicht selbst zu bemühen. Ich habe nicht nötig zu denken, wenn ich nur bezahlen kann; andere werden das verdrießliche Geschäft schon für mich übernehmen. Daß der bei weitem größte Teil der Menschen (darunter das ganze schöne Geschlecht) den Schritt zur Mündigkeit, außer dem daß er beschwerlich ist, auch für sehr gefährlich halte, dafür sorgen schon jene Vormünder, die die Oberaufsicht über sie gütigst auf sich genommen haben. Nachdem sie ihr Hausvieh zuerst dumm gemacht haben und sorgfältig verhüteten, daß diese ruhigen Geschöpfe ja keinen Schritt außer dem Gängelwagen, darin sie sie einsperrten, wagen durften: so zeigen sie ihnen nachher die Gefahr, die ihnen droht, wenn sie es versuchen, allein zu gehen. Taking our best theories seriously

If there is a single motivation for the world-view set out in this book, it is that thanks largely to a succession of extra­ordinary scientific discoveries, we now possess some extremely deep theories about the structure of reality. If we are to understand the world on more than a superficial level, it must be through those theories and through reason, and not through our preconceptions, received opinion or even common sense. Our best theories are not only truer than common sense, they make far more sense than common sense does. We must take them seriously, not merely as pragmatic foundations for their respective fields but as explanations of the world. And I believe that we can achieve the greatest understanding if we consider them not singly but jointly, for they are inextricably related.

It may seem odd that this suggestion – that we should try to form a rational and coherent world-view on the basis of out best, most fundamental theories – should be at all novel or controversial. Yet in practice it is. One reason is that each of these theories has, when it is taken seriously, very counter-intuitive implications. Consequently, all sorts of attempts have been made to avoid facing those implications, by making ad hoc modifications or reinterpretations of the theories, or by arbitrarily narrowing their domain of applicability, or simply by using them in practice but drawing no wider con­clusions from them. I shall criticize some of these attempts (none of which, I believe, has much merit), but only when this happens to be a convenient way of explaining the theories themselves. For this book is not primarily a defence of these theories: it is an investigation of what the fabric of reality would be like if they were true. [ix]

A broad conception of science

For the purposes of this discussion, I do not intend to make a hard distinction between “science” and other intellectual contexts in which we discuss “facts”—e.g., history. For instance, it is a fact that John F. Kennedy was assassinated. Facts of this kind fall within the context of “science,” broadly construed as our best effort to form a rational account of empirical reality. Granted, one doesn’t generally think of events like assassinations as “scientific” facts, but the murder of President Kennedy is as fully corroborated a fact as can be found anywhere, and it would betray a profoundly un­scientific frame of mind to deny that it occurred. I think “science,” therefore, should be considered a specialized branch of a larger effort to form true beliefs about events in our world. [195n2]
