The aim of society

[W]e should not try to answer the essentialist question: What is the state, what is its true nature, its real meaning? Nor should we try to answer the historicist question: How did the state originate, and what is the origin of political ob­ligation? We should rather put our question in this way: What do we demand from a state? What do we propose to consider as the legitimate aim of state activity? And in order to find out what our fundamental political demands are, we may ask: Why do we prefer living in a well-ordered state to living without a state, i.e. in anarchy? This way of asking our question is a rational one. It is a question which a technologist must try to answer before he can proceed to the construction or reconstruction of any political institution. For only if he knows what he wants can he decide whether a certain institution is or is not well adapted to its function. [ch. 6, 119-20]

The subversiveness of freedom

The enemies of freedom have always charged its defenders with subversion. And nearly always they have succeeded in persuading the guileless and well-meaning. [ch. 6, 97-8]

The moral responsibilities of superiority

I wish to express my belief that personal superiority, whether racial or intellectual or moral or educational, can never establish a claim to political prerogatives, even if such superiority could be ascertained. Most people in civilized coun­tries nowadays admit racial superiority to be a myth; but even if it were an established fact, it should not create special political rights, though it might create special moral responsibilities for the superior persons. Analogous demands should be made of those who are intellectually and morally and educationally superior; and I cannot help feeling that the opposite claims of certain intellectualists and moralists only show how little successful their education has been, since it failed to make them aware of their own limitations, and of their Pharisaism. [ch. 4, 54]

Democracy cannot create freedom

Popper did not regard socialism or capitalism or any economic system as an end in itself. He thought that such systems are to be valued—and evaluated—primarily as means toward freedom. The same holds true for political systems. Even democracy should be valued as a means to another end. It may well help us to preserve freedom, but it can never create freedom if we ourselves do not care for it. [187]

Cultural objectivism

Some laws and customs can be very cruel, while others provide for mutual help and the relief of suffering. Some countries and their laws respect freedom while others do less, or not at all. These differences are most important, and they must not be dismissed or shrugged off by a cultural relativism, or by the claim that different laws and customs are due to different standards, or different ways of thinking, or different conceptual frameworks, and that they are therefore incommensurable or incomparable. On the contrary, we should try to understand and to compare. We should try to find out who has the better institutions. And we should try to learn from them. [46]

Never put to a fair test

Of course, like the most enduring monarchies, the scientific establishment continues to enjoy widespread public sup­port on most matters, including the tinge of divine inspiration that has traditionally legitimated royalty. It might therefore be claimed that science already represents ‘the will of the people’, and hence requires no further philosophical schemes for democratisation. Here Popper’s anti-majoritarian approach to democracy – what I would call his ‘civic republican’ sensibility – comes to the fore. Many authoritarian regimes, especially the 20th-century fascist and com­munist ones, could also persuasively claim widespread popular support, at least at the outset and in relation to the available alternatives. For Popper, however, the normative problem posed by these regimes is that their performance is never put to a fair test. Kuhn suffers from the same defect: a paradigm is simply an irrefutable theory that becomes the basis for an irreversible policy. [47−8]

Accountable to more than just themselves

Popper and his followers were unique in seizing a glaring weakness in Kuhn’s theory: Kuhnian normal science was a politically primitive social formation that combined qualities of the Mafia, a royal dynasty and a religious order. It lacked the sort of constitutional safeguards that we take for granted in modern democracies that regularly force politicians to be accountable to more people than just themselves. Scientists should be always trying to falsify their theories, just as people should be always invited to find fault in their governments and consider alternatives – and not simply wait until the government can no longer hide its mistakes. This notoriously led Popper and his students to be equal opportunity fault-finders across the natural and social sciences. [46]

Alternative expressions of the open society

Once Popper’s philosophy of science is read alongside his political philosophy, it becomes clear that scientific inquiry and democratic politics are meant to be alternative expressions of what Popper called ‘the open society’.

… The open society is one whose members, like the citizens of classical Athens, treat openness to criticism and change as a personal ethic and a civic duty. [26]

Capable of being improved

It is, perhaps, hardly necessary to say that this doctrine is meant to apply only to human beings in the maturity of their faculties. We are not speaking of children, or of young persons below the age which the law may fix as that of manhood or womanhood. Those who are still in a state to require being taken care of by others, must be protected against their own actions as well as against external injury. For the same reason, we may leave out of consideration those backward states of society in which the race itself may be considered as in its nonage. The early difficulties in the way of spon­taneous progress are so great, that there is seldom any choice of means for overcoming them; and a ruler full of the spirit of improvement is warranted in the use of any expedients that will attain an end, perhaps otherwise unattainable. Despotism is a legitimate mode of government in dealing with barbarians, provided the end be their improvement, and the means justified by actually effecting that end. Liberty, as a principle, has no application to any state of things anterior to the time when mankind have become capable of being improved by free and equal discussion. [ch. I, 14-5]

Tyranny by despot, tyranny by majority

Like other tyrannies, the tyranny of the majority was at first, and is still vulgarly, held in dread, chiefly as operating through the acts of the public authorities. But reflecting persons perceived that when society is itself the tyrant—society collectively, over the separate individuals who compose it—its means of tyrannising are not restricted to the acts which it may do by the hands of its political functionaries. Society can and does execute its own mandates: and if it issues wrong mandates instead of right, or any mandates at all in things with which it ought not to meddle, it practises a social tyranny more formidable than many kinds of political oppression, since, though not usually upheld by such extreme penalties, it leaves fewer means of escape, penetrating much more deeply into the details of life, and enslaving the soul itself. Protection, therefore, against the tyranny of the magistrate is not enough: there needs protection also against the tyranny of the prevailing opinion and feeling; against the tendency of society to impose, by other means than civil penalties, its own ideas and practices as rules of conduct on those who dissent from them; to fetter the development, and, if possible, prevent the formation, of any individuality not in harmony with its ways, and compel all characters to fashion themselves upon the model of its own. There is a limit to the legitimate interference of collective opinion with individual independence: and to find that limit, and maintain it against encroachment, is as indispensable to a good condition of human affairs, as protection against political despotism.

But though this proposition is not likely to be contested in general terms, the practical question, where to place the limit—how to make the fitting adjustment between individual independence and social control—is a subject on which nearly everything remains to be done. All that makes existence valuable to any one, depends on the enforcement of restraints upon the actions of other people. Some rules of conduct, therefore, must be imposed, by law in the first place, and by opinion on many things which are not fit subjects for the operation of law. What these rules should be, is the principal question in human affairs; but if we except a few of the most obvious cases, it is one of those which least progress has been made in resolving. No two ages, and scarcely any two countries, have decided it alike; and the decision of one age or country is a wonder to another. Yet the people of any given age and country no more suspect any difficulty in it, than if it were a subject on which mankind had always been agreed. The rules which obtain among themselves appear to them self-evident and self-justifying. This all but universal illusion is one of the examples of the magical influence of custom, which is not only, as the proverb says, a second nature, but is continually mistaken for the first. The effect of custom, in preventing any misgiving respecting the rules of conduct which mankind impose on one another, is all the more complete because the subject is one on which it is not generally considered necessary that reasons should be given, either by one person to others, or by each to himself. People are accustomed to believe, and have been encouraged in the belief by some who aspire to the character of philosophers, that their feelings, on subjects of this nature, are better than reasons, and render reasons unnecessary. The practical principle which guides them to their opinions on the regulation of human conduct, is the feeling in each person’s mind that everybody should be required to act as he, and those with whom he sympathises, would like them to act. No one, indeed, acknowledges to himself that his standard of judgment is his own liking; but an opinion on a point of conduct, not supported by reasons, can only count as one person’s preference; and if the reasons, when given, are a mere appeal to a similar preference felt by other people, it is still only many people’s liking instead of one. To an ordinary man, however, his own preference, thus supported, is not only a perfectly satisfactory reason, but the only one he generally has for any of his notions of morality, taste, or propriety, which are not expressly written in his religious creed; and his chief guide in the interpretation even of that. Men’s opinions, accordingly, on what is laudable or blamable, are affected by all the multi­farious causes which influence their wishes in regard to the conduct of others, and which are as numerous as those which determine their wishes on any other subject. [7-9]
